Hello! I'm glad you like my neighborhood, Urbania, but apparently you have a problem with it. I believe that you should move the neighborhood-file to the folder: 'My Documents'/'EA Games'/'The Sims 2'/'SC4Terrains'. Then you can open the game, choose 'Create a new neighborhood', and find this file from the list. Then you can decorate it and add lots.
