Hi! This happens if you wear some EA play shoes. The texture of the shoe intersects with the texture of the clothes. My sims don't wear play shoes, but when they skate or roller skate, this texture mapping happens.
In this case, I can advise you to use modal shoes, especially since it is much more beautiful and interesting than from EA).
